Nanganallur Community’s Caring Approach to Make Streets and Strays Safe

The memorandum of suggestions submitted by the Federation of Nanganallur Welfare Associations after a detailed exchange of views clearly demonstrated a sense of responsibility in addressing the concerns over street dogs and the safety of the public.

The event titled Street Dog Awareness Campaign organised on Sunday near Panachiamman Temple pond at the Nanganallur market, with the able guidance of the senior office-bearers of the federation went off smoothly and evolved as a healthy interaction resulting in responsible suggestions being made by both animal lovers and those seeking regulation of mongrels to ensure safe community and roads.

The campaign, which saw a couple of hundreds of residents from different nagars and colonies, was also attended by the ‘Who’s of Who’ of Nanganallur. With the participation of Mr N Chandran, chairman of Zone 12 of the GCC (Greater Chennai Corporation), along with ruling party functionaries, the campaign gave hopes of some commonly acceptable solutions to all with regard to the stray dog issue. Mr S Chandrabose, FNWA President, Mr V V Kumaravelu, General Secretary and other dignitaries from the Federation participated.

A sapling planting drive was also organised on the occasion to highlight the importance of protecting environment.

After around 2 hours of multiple voices airing their views, a memorandum listing 9 suggestions were submitted to Mr N Chandran to be conveyed to the policy makers of the Corporation and the state government.

Participants stressed the importance of creating awareness and finding humane and effective solutions to the issue.

The event concluded on a positive note, with a call for continued community involvement and constructive dialogue.

Following is the list of suggestions included in the memorandum:

1. To reduce the Stray dog menace, public can be encouraged to rear / adopt the dogs in their houses and the government in turn can consider releasing Animal feed on a monthly basis as an incentive. Vaccinate them at regular interval at their door step.

2. Construction of Dog shelters in every ward, these shelters should be equipped with basic amenities like food, water & veterinary care and maintained by the local body with the co-operation NGO’s, RWA’s and Animal Lovers.

3. A monitoring committee be appointed to oversee “ABC” at State, District, Taluk and village level. The representative body consisting of elected representatives / NGO’s should be entrusted with the job so as to ensure transparency in fund utilization on the project. The will definitely enhance the public confidence.

4. After analyzing the pros and cons, the Apex court has ruled that the feeding of the dogs should be prohibited in public places and alternately the local bodies should identify dog feeding centers in their locality and the Federation requests the Associations and other public to spread this message.

5. We feel that there is an urgent necessity to strengthen the Veterinary Department with regards to number of Doctors &assistants, Medicines and other requirements in view of the implementation of the above measures.

6. Establish a compensation mechanism for victims of dog bites and attacks. Ensure timely medical attention and support.

7. There should be a bi monthly meeting at the zonal level on the subject of stray dogs and cattle menace with the NGO’s and RWA’s.

8. Licensing for Dog rearing: There is a portal for registering and obtaining License for pet dogs from GCC.

9. Pet dog Breeders (inavirudhi) should also get a separate license from TNAWB ( Tamil Nadu Animal Welfare Board).
